Don McDowell, CCA, MAIPIO

Don is the founder and CEO of Istana Enterprises Pty Ltd and all its specialist Intelligence Study Centre companies located in the UK, North America and Australia, as well as the European Intelligence Centre located in Athens.

Don’s professional career in intelligence for both government and industry spans four decades, and since the late 1980s he has specialised in refining established concepts of strategic analysis to develop a doctrine that uniquely applies them in areas of government, focusing on law enforcement, compliance monitoring and regulation, and risk-and-threat analysis. He is widely published on the subject of strategic intelligence and is the author of the authoritative textbook on this topic. He consults and advises on intelligence doctrine, organisation and implementation, and teaches in intelligence to international audiences across Asia, Canada and the USA, Central America, South Africa, Australia, the UK and the European Union.

He writes and currently co-ordinates distance learning programmes in under-graduate and post-graduate studies in intelligence analysis techniques & intelligence management, offering these through the College of Intelligence Studies, Australia, of which he is the founder and Principal.

Don is a lifetime SCCA member and is currently Vice-Chairman/International for IAFIE. He has been a long-term member of IALEIA and is a member of IACA. Don was the co-founder and first President of the Australian Institute of Professional Intelligence Officers in 1990, a position he held until the end of 1994; he remains an active member of AIPIO.
